Even Though No Data Exist For "Post Dated Check" Data File, Still Empty File Is Getting Generated

ACTUAL BEHAVIOR
---------------
Even though no data exist for "Post Dated Check" data file, still empty file is getting generated.
Issue - Even though no data exist for "Post Dated Check" data file, still empty file is getting generated. Overtime these files create space/operational issue.
User unable to load Outgoing ->OPF folder in MFT.
EXPECTED BEHAVIOR
-----------------------
If no data exist for "Post Dated Check" data file. Output Data file should not be generated.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set GL Date for which data do not exist for "Post Dated Check."
2. Run SET_PDC >> 1 (PDCPRC_BJ_100_01) (POST DATED CHECKS)
3. Run SET_PDC >> 2 (PDCPND_BJ_100_01) (PENDING PDC PROCESSING)
4. Run SET-ODD2 >> OLSPDP_BJ_100_01 (ONE-TIME ACH POST-DATED PAYMENT LETTER PROCESSING) and check Record not inserted into Header table (OUTPUT_FILE_DATA_HEADERS) & also data not inserted into Date table (OUTPUT_FILE_DATA_DETAILS).
5. Run SET-ODD3 >> CREATE OUTPUT DATA DUMP FILES - Check Empty file not generated.

Due to this issue, users cannot load Outgoing file ->OPF folder in MFT.
