Even Though No Data Exist For "Payment Requisition" Data File, Still Empty File Is Getting Generated (Doc ID 3007927.1)

ACTUAL BEHAVIOR

Even though no data exist for "Payment Requisition" Data file, still empty file is getting generated

Issue - Even though no data exist for "Payment Requisition" Data file, still empty file is getting generated. Overtime these files create operational issues. User unable to open Outgoing -> OPF folder via MFT in SAAS Dev

EXPECTED BEHAVIOR
-----------------------
Output Data file should be generated only if data exist.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Check No data exist for Payment Requisition, verified the same in Account Payable Transactions screen also as no such record in READY status for GL Date.
2. Check After running Run SET_ODD2 >> 28 (OPRPRC_BJ_100_01), record not inserted into OUTPUT_FILE_DATA_HEADERS table.
3. Check After running SET_ODD3 (ODDPRC_BJ_000_01), file of PAYABLE REQUISITION not generated in PROCESS FILES.

The issue has the following business impact:
Due to this issue, users unable to open Outgoing -> Opf folder via MFT in SAAS Dev
