Policy Searches No Longer Displays NBU Applications after Upgrade from OIPA V11.1 to V11.3 (Doc ID 3011196.1)

ACTUAL BEHAVIOR
---------------
Following an upgrade from OIPA v11.2 --> v11.3, if the user enters the Policy Number of a Policy that is an NBU application only,
the system does not return any Policy however, if the Policy Number of a Policy has been issued then the system displays the details.

If an NBU application has not yet been issued then there would only be 1 record in the AsPolicy table for the application (a record with SystemCode = '02').
If an NBU application has been issued then there would be 2 records in AsPolicy (1 record for the NBU application with SystemCode = '02' and 1 record for the OIPA policy with SystemCode = '01')

Before upgrading to OIPA v11.3, users could view the NBU application (the AsPolicy record with SystemCode = '02') AND the OIPA policy (the AsPolicy record with SystemCode = '01')
After upgrading to OIPA v11.3, users can only view the OIPA policy - I can only view the AsPolicy records that have SystemCode = '01'.


EXPECTED BEHAVIOR

When the PolicyNumber of a Policy that has not yet been issued is entered into the Policy search screen, the NBU application information is displayed.
When the PolicyNumber of a Policy that has been issued is entered into the Policy search screen, then both the NBU application and the OIPA Policy should be displayed.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OIPA.
2. Enter PolicyNumber xxxxx931 in the Policy Search Screen and the system reports 'No results'.
3. Enter PolicyNumber xxxxx435 in the Policy Search Screen and the system reports the Policy details.
