HTTPGW Is Not Sending FUI With Action As Terminate When The RSU Is Greater Than The Available Balance

Symptoms
We observed an issue in ECE 12 PS4 IP13 where HTTPGW is not sending FUI with action as terminate when the RSU is greater than then available balance.
For Ex.
If the quota is set up to 1 GB, and available balance is 800. If we initiate a 5G session, then ECE is returning CREDIT_CEILING_BREACH, FINAL_UNIT_INDICATOR
but HTTPGW is not returning the same. As per the standard, it is supposed to return FUI.
Can you please check and let us know whether its a known issue ?
