Symptoms

On : 11.3.0.7.0 version, Rating business logic

ACTUAL BEHAVIOR
---------------
PAYG is charged to customer even though quota is present for the customer account.

EXPECTED BEHAVIOR
-----------------------
It should consume from existing bucket/quota.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Customer has 2 buckets (30 MB and 100 MB)  


Expected behavior that 30 MB in the terminate request should get deducted from the 100 MB quota.
