Memory Based Planner 64-bit Runs Long After Setting Profile MSO: Enable Decision Rules to Yes (Doc ID 3013386.1)

Symptoms

After setting the profile option MSO: Enable Decision Rules to Yes, the Memory Based Planner 64-bit Linux concurrent programs runs longer even when no decision rules were selected in the Decision Rules tab of the Plan Options form.

The expectation is that the performance should be similar to earlier runs when the decision rules tab was not available due to the profile being set to No.

The issue can be reproduced at will with the following steps:
1. Set the profile option MSO: Enable Decision Rules to Yes.
2. Advanced Supply Chain Planner > Supply Chain Plan > Launch > Choose plan > Submit.

Changes

 Profile MSO: Enable Decision Rules was changed from No to Yes.
