No ESM Logs Are Generated Except for the Main ESM<Date>.txt Log (Doc ID 3014934.1)

Symptoms

The ESM service does not appear to be working.
No logs are getting created.
The save in ESM utility is not working.
No recent recent changes to environment.

From ESM Logs (Repeating):

2-Mar-2024 12:00:36 AM: Error occurred in Fn: TimerElapsed Contact your system administrator
  at Relsys.Persistence.DataAccess.DataAccess.ExecuteScalar(DbCommand dbCommand)
  at InterchangeUtility.DBUtil.GetLongFromSQLCommand(DbCommand& dbCommand)
  at InterchangeUtility.DBUtil.GetLongFromSQL(String sSQL)
  at InterchangeService.InterchangeService.TimerElapsed(Object sender, ElapsedEventArgs e)

Also:

Oracle.DataAccess.Client.OracleException: ORA-12154: TNS:could not resolve the connect identifier specified
