Cycle Count Is Not Managing Quantities/status Correctly

Symptoms
Container gets into distributed status with no quantity after cycle count and
confirming two times 0 units in a container. Note that the container was in
inventory status earlier.
Steps To Recreate:
1. Have a Manual marked location with a container in reserve, eligible to
generate replenishment, with an item with pfl loc.
2. Run the distribution process, it must generate replenishment.
3. Start the cycle count of the reserve location, insert the container, item
and 0 quantity.
4. The system requires to repeat the quantity, you confirm 0 quantity.
5. The system requires to send an adjustment, you confirm.
6. The system resets the data, you should confirm all the steps again
(location, container, item and quantity).
5. After repeat the points 4 and 5 look at the data. You got a distributed
container with 0 quantity.
