Debug Logs Are Not Getting Enabled after Applying IP7 on PS8 (Doc ID 3015380.1)

Scenario:

Apply Interim Patch 7 (IP7) on Patch Set 8 (PS8)
Open jconsoleand goto MBeans
Click on ECE Logging --> Attributes
Use 'SetGridLogLevelFunctionalDomain' to update log level to DEBUG for "Rating", "Usage Request Flow", "Update Request Flow"
Pass a usage request and check the log file
See that the log level is still INFO level
