Plan Not Generating Planned Orders Even When Projected Available Balance (PAB) Goes Negative

Symptoms
In the Horizontal Plan, the PAB goes negative in some buckets when it is expected to be 0 or greater than 0.
The issue can be reproduced at will with the following steps:
1. Responsibility: Advanced Supply Chain Planner.
2. Navigation: Supply Chain Plan > Workbench.
3. Query the item, right-click, select Horizontal Plan.
