Cursor Locks When Navigating To Allocation Tab While OnChange Is Processing

Symptoms
DESCRIPTION:
In V11.3.1.18, a fix was delivered to lock down screen entry when OnChange logic is processing. This is working well for the most part. However, it was discovered that the user can still attempt to navigate to the Allocation tab on an Activity Field screen while OnChange is processing. When this is attempted, the cursor remains a Blue Circle forever. The only way to resolve the issue is to log off and re-login to the system.
Steps to reproduce:
1. Find any active Variable Policy.
2. Navigate to the Activity Screen.
3. Click Add Activity and select FundTransfer
4. Change the EffectiveDate
5. Tab off the EffectiveDate field (this will trigger OnChange logic and turn the cursor into a Blue Circle momentarily).
6. Before the OnChange has time to complete, click on the Allocations tab
7. You will see that cursor remain a Blue Circle indefinitely.
