Item Attributes Are Still Exported to Excel Visible Despite Lacking "Enforce Field Level" Read Privilege (Doc ID 3023326.1)

Symptoms

A user who does not have full access to records can only see limited fields on the Item (including BOM tab).
This is displaying properly on the BOM tab.  When the user chooses to 'Export to Excel' from the Actions menu all attributes are exported and visible.
The expected behavior is the export to excel would show "no privilege' on attributes that the user does not have privileges to read.

Steps to reproduce:

  1. In web client, create item with BOM as user A.
  2. Configure user B to discover created item.
  3. Configure user B with Read privileges on attributes except for BOM attributes.
  4. Configure user B with Enforce Field Level Read privilege.
  5. Configure user B with Export privilege with Applied to of Wizard.
  6. User B goes to item and BOM attributes are not visible.
  7. User B performs Action-Microsoft Excel-Export to Excel.
  8. User B can see all BOM attributes in Excel.
