Scroll Bar is Missing in the Collections Add Filter in Billing Care 15

Symptoms
ACTUAL BEHAVIOR
---------------
In Billing Care, the collections panel is not fully displayed and there is no scroll bar when add filter option is selected, hence it is not updating the selected option under filter.
EXPECTED BEHAVIOR
--------------
The "Add Filter" option should be able to scrolled down to show the "Update" button.
STEPS
-------------
1. Sign into Billing Care
2. Select Collections
3. On the left pane, under Collections, click on "Add Filter". This will bring up the panel, but it is not able to display the whole panel to show the "Update" button at the bottom.
