Symptoms
Billing did not fail for the the scenario where billing was executed for a parent account and then for subordinate accounts (children).
Steps:
- Config_billing_delay set to 5
- Created parent and child account on April 1
- Move pin_virtual_time to Nov. 1
- Run parent billing first
