Symptoms
Duplicate records loaded in BRM
Customer have upgraded ECE from PS3 to PS8, Currently seeing duplicate records are being loaded in Billing and Revenue Management Data Base (BRM DB) from Elastic Charging Engine (ECE).
Rated Event Formatter(REF) is creating two events for the same call, only one Call Detail Record (CDR) was processed from OCOMC and rating also happened for only 1 CDR but the REF created two rated events for the same.
STEPS

The issue can be reproduced at will with the following steps:
* Process one valid CDR in Oracle Communication Offline Mediation Controller (OCOMC), rating happened for only 1 CDR but the REF created two rated events for the same.
