Error: "Failed upgrading configuration" When Attempting to Update Primavera Configuration (Doc ID 3033985.1)

Symptoms

When attempting to update Primavera Configuration in adminpv, the following error occurs:

ERROR

Failed upgrading configuration: <Primavera Configuration>
com.primavera.PhoenixException: Unable to resolve privileged username and password
Error opening connection to db with connection string: jdbc:oracle:thin:@<db host>:<db port>/<db name> and properties {v$session.program=<P6 Resolver>, v$session.process=8748, user=<Public User>} 

STEPS
The issue can be reproduced at will with the following steps:

  1. Execute P6 Administrator (<EPPM_HOME>\p6\adminpv.cmd).
  2. Right-Click on the Configuration.
  3. Select Update Configuration.
  4. Notice the error in the CMD window.
