Goal

Goal here is to understand why balances are not matching in the given scenario of change in the bundle

Steps followed
==========

1. Create account with base bundle say BB, having RLHPCS as -2 means MBKT is applicable in all zone0, zone1, zone2.
2. Start usages in zone1 and consume monthly bucket MBKT fully which impacted DAPCS policy counter value from -2 to -1(OutOfAllowance).

4. Now in update-7, do change bundle from NKG to NKM base bundle whereas NKM bundle RLHPCS value is 0 which means BBUIND data bucket is only applicable in Zone0.

Actual Behavior:
Current balance for both DAPCS and RLHPCS are not matching with "CurrentBalance" tag in SNRs.
