FRT - Double-quotes to escape literal commas in CSV files no longer working
In File Request Types configured to read from Comma-Separated Values (CSV) file, a pair of double-quotes placed at the beginning and end of the value should mean that any comma in between the pair of double-quotes must be treated as a literal part of the field value rather than as a delimiter.
If the comma is in between a pair of double-quotes that are found in the beginning and end of the field value, that comma is being treated as a delimiter and therefore separates what should have been one field value into multiple values.
