Auto Schedule Over Manual Reports - How Should this Behave?

Goal
Noted below issues with the reports auto-scheduled over Manual reports.
Functionality is dependent on the common profile switch Manually scheduled reports.
[System Configuration] > System Management (Common Profile Switches) > Case Processing:
Selected 'Report scheduling will schedule FUP reports (no downgrades)'
Based on this, the expectation is that the Follow-up reports over manually scheduled reports should be scheduled as the next sequential follow-up number when the case qualifies for a report according to Reporting Rules.
This doesn't work sometimes and though a manual report is scheduled previously, on adding a significant FU and locking the case, the next version of the report is scheduled based on the reporting rule sequence, rather than taking into consideration the manual report.
The issue is random and doesn't always follow a pattern. Is this a bug?
