REL Is Not Processing New Rated Event Output Files from ECE

Symptoms
On a production system, user experienced an issue wherein Rated Event Loader (REL) was not processing new rated event files coming from Elastic Charging Engine (ECE) Rated Event Formatter (REF). However, upon restarting REL, it successfully processes the backlog of pending files in the staging folder but again does not pick up new files that are coming in to the staging folder.
Scenario:
Below steps are performed to demonstrate the REL problem behavior:
- stopped REF (so that it does not push new rated events to staging folder)
- stopped REL
- started REL
- REL picked all pending files in staging folder and they all moved to archive folder after successfully loaded to database, so this is ok
- the staging folder was empty
- started REF
- some new rated out files came into staging folder, REL did not pick them for further processing, this is the issue
- any number of new rated event files that came into the staging folder were not processed by REL
- note that the staging folder was on a Network File System (NFS) mount point
- the command 'df' output was also verified to confirm that there is no shortage of space (it was only 20% used)
- due to this issue, the system was unable to load rated events using the REL daemon process, and a backlog gets built up
