During NCR Adjustment From Billing Care, New Line/row Is Getting Created. (Doc ID 3045496.1)

Symptoms

The user observed a new row is getting created for the very first time for non-currency resource (NCR) adjustments.

When NCR adjustments performed again on some other dates, then the existing row is created by Billing Care (BC) UI from Ajdustment-1 is getting modified. The new row is not visible anymore.

EXPECTED BEHAVIOR

If the Timestamps are the same for NCRs created as account creation date during NCR adjustments, then it should not create a new row and not able to edit the existing row.
