Is the Original Language Field meant for Japanese Users?

Goal
It was observed that the system looks at the language selected/unselected (if set as blank) in the Events>Original Language Field, only before the Global lock is applied.
Once Global lock is applied, despite having the case locally unlocked, changing the Original language field does not make a difference i.e. the system reverts the language to the value that was selected before global lock.
Example - If it was English before global lock - Then English is retained after global lock even if J user changes it to Japan
From a case processing standpoint, shouldn’t it be possible for J users to change the language so that the corresponding field value in E.i.1.1a is printed in the J reports?
