Goal

How to send secondary server Uniform Resource Locator (URL) in the location header as per 3rd Generation Partneship (3GPP) spec?

The scenario is :

1. An active-active setup implementation.
2. Suppose primary Charging Function (CHF) is receiving the charging request.
3. The primary CHF suddenly goes down
4. Then without secondary CHF uri to be sent in the response message under location, how Session Management Function (SMF) will send the request to the CHF which is present at the secondary site?

One wants to test failover scenario and as per 3GPP, it should be supported.
