ACTUAL BEHAVIOR

On the policy allocation screen tabbing between fields is not working correctly. On the Policy Allocation Screen, users enter a percentage and then use the Tab button to navigate to the next percentage on the next Fund on the screen. However, in V11 after a user enters a percentage and hits the tab button; the user is brought back to the top of the screen.

Tabbing should work as expected to move between fields.

STEPS To Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Policy Allocations tab.
2. Add a new Future Allocation
3. Add a number of stray funds.
4. Enter a percentage for the first fund
5. Click the Tab button. This will hover over the DELETE icon (that is fine).
6. Click the Tab button one more time. Instead of bringing the cursor/focus on the percentage for the 2nd fund in the list, it actually brings the user back up to Add Investment.
