Symptoms

There are 27 Countries that do not have values in the A2, A3 and NUM columns of the LM_COUNTRIES table.
Because of this, in the Events > Event Assessment screen, the Datasheet As Determined Listedness column does not have a dropdown list.

The 27 Countries with NULL values:
AKROTIRI
ASHMORE AND CARTIER ISLANDS
BAKER ISLAND
BASSAS DA INDIA
CLIPPERTON ISLAND
CORAL SEA ISLANDS
DHEKELIA
DIEGO GARCIA
EUROPA ISLAND
GLORIOSO ISLANDS
GUANTANAMO BAY NAVAL BASE
HOWLAND ISLAND
JAN MAYEN
JARVIS ISLAND
JOHNSTON ATOLL
JUAN DE NOVA ISLAND
KINGMAN REEF
KOSOVO
MIDWAY ISLANDS
NAVASSA ISLAND
PALMYRA ATOLL
PARACEL ISLANDS
SPRATLY ISLANDS
TROMELIN ISLAND
UNKNOWN
WAKE ISLAND
WEST BANK

Steps to repeat:
Create A Product with several Licenses
Assigned each License to a different Country
Create an Admin Group that includes ALL Countries
Access Management > Argus Groups
Assign only that Group to a User
Log out of Console and Argus
Log back in with the user with just that Group
Create a new Case with that Product
Events > Event Assessment
The Data Sheet As Determined Listedness does not have a dropdown list
Remove the 27 Countries from the Group
Log out of Console and Argus
Log back in with the user with just that Group
Log into the Case
Events > Event Assessment
You may have to click on the Recalculate button
The drop down list is now there.

Workaround:
Remove the 27 Countries from the Group
