Preissued PO Numbers Are Not Being Generated manually and By Batch
When attempting to generate preissued PO numbers manually or using the genpreiss batch, no numbers are generated.
ERROR

genpreiss_1~20240520101654~process~ ~105~RET-0105: generic stored procedure error~INTERNAL STORED FUNCTION ERROR: function=ORDER_NUMBER_SQL.NEXT_ORDER_NUMBER, error
=Error ORA-06502: PL/SQL: numeric or value error: number precision too large returned by program unit ORDER_NUMBER_SQL.PREISSUE.
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to the Pre-Issue Order Numbers scree - Orders/Pre-Issue Order Numbers
2. Click on the + to add configurations
3. Enter data with Next Generate Data as current vdate
4. Click Save and Close
5. Run genpreiss batch or generate manually
6. Note that numbers are not populated on ORD_PREISSUE
