Goal

OBIEE - Unable to upload reports

There is no possibility to upload Data Model or Report in OBIEE.

1. BIContent Author and BIService Administrator Roles not working as expected.
2. IDCS to OBIEE not revoking BIConsumer role even if it is revoked from IDCS.
3. The roles from point 1 are unable to perform any activities like saving reports after editing and also they cannot access BIP Reports.
