MSS Utilities | ERROR 'The Number In Set Value Has Already Been Used' While Associating Level 1 S-Tag Custom Attribute

Symptoms
On : 6.3.1 version, Custom Attributes Association
A user needs to associate the existing CA "Level 1 S-Tag" to the Building Block Connection/Virtual Connection. The user is getting the below message during the association :
Steps :
• Log in to tbs_util.exe
• Select options > Customer attributes > Associate
• Select “connection” in building block type dropdown
• Select “virtual connection” in the list and double click to open
• Select past date and click ok and click on “Assoc CAs” button
• Mention %Level% customer attribute and “allocation parameters” in category dropdown and click on retrieve button
• Select “Level1 S-Tag” and click on OK
• And again click OK on next screen (Customer Attribute Usages – Virtual Connection)
