Unable to Create User Account Using Saml Authentication Type

Symptoms
When trying to add a new user via User Interface, the "Authentication Type" drop-down list does not contain the SAML option.
EXPECTED BEHAVIOR
-----------------------
Option to set the authentication type of SAML for a user account should be available for use.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Within the User Interface navigate to Configuration -> AAA -> Users
2. Click the 'Add' button at the top of the page.
3. Click on the "Authentication Type: drop down list.
4. The 'SAML' option is not visible/available for selection.
