Unable to Submitt Reports from OC, all Jobs Fail with Status RS_SUBMITFAILED (Doc ID 357842.1)

Symptoms

In a new installation of OC 4.5.1,

Every time a report is submitted from OC , the job fails immediately.
The execution status of the reports in the jobs status screen is RS_SUBMITFAILED

Additional symptoms:

- It is not possible to connect to the reports server from the 6i reports queue manager.
- It possible to connect to the reports server from the 10g reports queue manager.
- The setup for the tnsnames.ora is correct.
