ATP Details Output- No Records Returned For When Clicking on Supply/Demand Form, Get Error FRM-40350 (Doc ID 368229.1)

FORM:MSCOSCWB.FMB - ATP Inquiry

Symptoms

On 11.5.10 and any 12.x release
When in ATP inquiry and using the supply/demand option no records are returned when there is
supply/demand detail for the part number the following error occurs.

Item has demand before the Inifnite Time Fence Date (ITF) and should not be encountering issue detailed in
-- Bug.4665030 (90) NET CHANGE REFRESH DOES NOT UPDATE DEMANDS IN ATP DETAILS
-- ATP does not shows S/D details for dates greater than or equal to ITF
-- For this customer, records from MRP_ATP_DETAILS_TEMP and Inventory Supply Demand screen show demand before the ITF, so the information should be available in the screen

Provided following files:
-- ATP session file
-- export of collections workbench for the item
-- query on mrp_atp_details_temp
-- trace of the process - shows no records retrieved from mrp_atp_sd_temp_v
-- ATP Rule

ERROR
FRM-40350 Query caused no Records to be returned.

STEPS
The issue can be reproduced at will with the following steps:
1. Order Management Super User
2. Scheduling
3. ATP Inquiry--> Input part number
4. Click ATP Details-->
5. Then right-click on part number in the workbench pegging and choose supply/demand

Verified the issue in the screen shots as noted below:
