Symptoms

The set_pwd utility is failing when executed. This is the error returned when the utility is
executed:

set_pwd rxc/notrxc rxc notrxc
Error inserting encrypted password: SQL ERROR ORA-20117: Wrong Security Key entered
ORA-06512: at "RXC.PKSIGB", line
