Symptoms

On 11.5.10.2 in Production:
When attempting to Define Applications Instances in the Destination Instance the following error occurs.

ERROR
ORA-02019:connection description for remote database not found ORA-06512: at "APPS.MSC_GET_NAME" , line 1353

The issue can be reproduced at will with the following steps:

In a decentralized instance configuration:

1. Navigation: Advanced Planning Administrator/Admin/Instances
2. Define Application Instances in the Destination Instance

The following error message appears:

ORA-02019:connection description for remote database not found ORA-06512: at "APPS.MSC_GET_NAME" , line 1353
