RDC data deletion doesn't allow to make DCI provisional.

Goal
Deletion of the DCIs is done via RDC menu item Edit --> Delete page.
During RDC deletion, the patient data is preserved in backend tables Responses, RDCI, RDCM
with status as 'REMOVED' and thereby OC maintains the audit trail for soft deleted data.
Also with that status, you cannot browse the data.
Actually these records are NOT completely removed. ie DCI pages are not empty.
ie why when tried to make the DCI provisional get the error message:
215800: Production data have been received for this DCI.
