All Report Jobs Are Showing As RS_SUBMITFAILED (Doc ID 555980.1)

When user submits any report it fails with error status, in log error shows as RS_SUBMITFAILED.

The Report Service is running on the middle tier, but if you look at the log file is states
"Report Server is starting up" and then the "Server is shutting down"

When try to connect report server report queue manager get the below message on the screen

"Unable to contact the Queue <'report server name'> It is possible that the Queue is not running or that it is busy view this queue anyway?"
