Running pin_ledger_report Twice For The Same Start And End Date Creates Duplicate Entries (Doc ID 558929.1)

-- Problem Statement:

A duplicate entry is created in ledger_report_accts_t table when running pin_ledger_report twice with the same input parameters.

pin_ledger_report -start 03/01/08 -end 04/01/08 -summary -type billed

-- Steps To Reproduce:

Note: Date Format: MM/DD/YY
1.Create an account with any service on 03/01/2008 and make sure every Resource ID has a GLID (General Ledger ID) assigned.
2. Set pin_virtual_time to 04/01/2008.
3. Run billing
4. From ~/sys/test directory, run the following command:

pin_ledger_report -start 03/01/08 -end 04/01/08 -summary -type billed

5. Use sqlplus to login to the Portal database, and check count of the following tables.
The count will be 1 for each table.

select count (*) from ledger_report_t;
select count (*) from ledger_report_accts_t;

6. Repeat step #4
7. Repeat step #5, the count for each table will be 2.
