OSM Administrator Throws Error - Provider Could Not Be Found

When trying to use the OSM Administrator, the following error message:

Provider could not be found

Steps To Reproduce:
1. Find a XP box where Oracle Client (especially Oracle ODBC Provider) is not installed
2. Install OSM Administrator onto this XP box
3. Start OSM Administrator and enter the appropriate username, password, host and port
4. Click OK
