How To See Bill Panel With A CSR Account

Steps to replicate:
1. Create a CSR account and provide permission to see the bill panel.The permission string is /accounttool/araccess and set to read only.
2. Login through Customer Center and open an account.
3. Go to the balance tab: the bill panel is not displayed.
