Goal

This is in reference to <bug 7393854> 'ENH: AERS 4.6 FORCED TO INSTALL AS10GR2 MDR INTO SAME DATABASE AS AERS'

Per the enhancement, the archecture changed between AS10GR1 (ie: AERS 4.5) and
AS10GR2 (ie: AERS 4.6), and AERS 4.6 now forces the MDR into same database as AERS 4.6.
Please explain why this change.
