Cost And Closeout: Is A Checkout Record Created For Material Used?

In Cost and Closeout when a User does detail Materials Used, where does that information go when Batch is run? The Log says a Stock Checkout was processed. A Material (Detail) record is created
on the Task with the Reported Used Qty populate. Besides Batch, is there something the User has
to do to actually "Approve" or just plain old prove that these material items were Issued?
