ASAP Continuously Attempts To Process A Timed Out Workorder (Doc ID 742717.1)

Symptoms

After sending a provisioning request, the SOAP connection terminates between the JNEP and the NE with the following error:

115600.912:Connection handler viepasace-sk-50091:LOW
:com.metasolv.cartridge.oss.xxxx8000net_8_0.prov.XXXPROV:
com.mslv.activation.protocol.telnet.TelnetException: waitfor timed out.

This results in the work order staying in the same state and ASAP continuously attempting to process the work order - this means the connection to the NE continuously fails and no ASDLs complete to that NE.
