ASAP Continuously Attempts To Process A Timed Out Workorder

After sending a provisioning request that contains a 10-digit number, the SOAP connection terminates between the JNEP and the NE with the following error:
com.mslv.activation.protocol.telnet.TelnetException: waitfor timed out.
This results in the work order staying in the same state and ASAP continuously attempting to process the work order - this means the connection to the NE continuously fails and no ASDLs complete to that NE.
