Why can the Status Of WO Task be Changed Even If Required Fields Are Missing?

Goal
We want to make sure the Asset ID is filled in on the work order task before it is activated, so
we set that up in Modules Administration. However, it does not matter if the Work Order Header
status changes. It allows the status of the Work Order Task to change, even though the Asset
information is required.
### Steps to Reproduce ###
1. Go to the Modules Administration - Forms Module
2. Make Asset_Record_Type and Asset_ID required for WORKORD form, TASK block
3. Go to the Work Order Module
4. Create New Work Order
5. Activate the Work Order (Task does not prompt for Asset Record Type and Asset ID)
