Unable to Upload Interval Data With Versioning Enabled (Doc ID 785850.1)

Symptoms

When trying to modify an interval data cut on an MS SQL server database with versioning enabled, the following error occurs:

Error (0x100000001): [LOADREAD_FAILURE] Failure loading meter read into database:
[Microsoft][ODBC SQL Server Driver][SQL Server]A cursor with the name 'old_Rows' already exists.

This issue can also manifest itself with a different error:

When an interval data cut is modified in MDM and saved, the changes are not saved after the page refresh.
