MRPRPROP Reorder Point Report Errors With REP-0069 REP-57054 REP-1401 But Not ORA-01403 (Doc ID 787823.1)

Symptoms

When attempting to run the Reorder Point Report - MRPRPROP - for the first time in this instance, the following error occurs no matter if we select the Reorder = Yes or No:

Current NLS_LANG and NLS_NUMERIC_CHARACTERS Environment Variables are :
AMERICAN_AMERICA.WE8ISO8859P1

REP-0069: Internal error
REP-57054: In-process job terminated:Terminated with error:
REP-1212: Object 'M_parameter _frame' is not fully enclosed by its enclosing object 'Body'.

Program exited with status 1
Concurrent Manager encountered an error while running Oracle*Report for your concurrent request
12309548.

We thought this could be the same issue as Bug 6606951:R12.MRP.A (unpublished bug) (the difference between the errors in this issue and the one in Bug 6606951 is the ORA-01403 error IS NOT shown in the log file for this particular issue but does show up in the log file for Bug 6606951) and I had the customer apply the
patch and confirmed file MRPRPROP.rdf is at version 120.11.12000000.3 - However the error still
occurs. They have no sourcing rules setup so this is not trying to generate internal requisitions, it should only generate purchase requisitions,

Further update. We tried tracing this request by enabling trace on MRPRPROP. It did not generate
a trace file. We tried getting a trace by setting profile option Initialization SQL Statement -
Custom, but again a trace file was not generated. We also tried changing some of the Report print
parameters but this has not helped so far.

STEPS
The issue can be reproduced at will with the following steps:
1. Run the Reorder report for any Reorder point item
2. Error occurs
