Symptoms

There is an object in the system with handle 406.86601 that does not have an alias or a NAME field populated in the NETWORK_COMPONENTS table.  The ATTRIBUTES table is missing the phase and feeder id.

Why is this not visible in GIS and NMS?  What is this object that is a 'backbone' and why is there no alias, NAME, feeder or phase in our tables in production?
