Modifying Items Results in Error: "The object violates the workflow criteria"

Symptoms
Modifying certain items results in error: "The object violates the workflow criteria".
The change made to the item meets the criteria used by workflow of the latest change.
Steps to Reproduce
1. Log into Java Client as admin
2. Make sure that Parts class, Page Two.Text attribute is enabled, and admin user has modify privilege to it.
3. Create ECO subclass 'TEST-ECO2'
4. Create Criteria with name 'TEST-EC-WF'. Set criteria like below:
Object Type: Change Orders
Cover Page.Change Type Equal To 'ECO' Or
Cover Page.Change Type Equal To 'TEST-ECO2'
5. Copy (use Save As) 'Default Change Orders' workflow and create workflow 'TEST-ECO-WF'
6. Update Matching Criteria from 'All Change Orders' to 'TEST-EC-WF' and Save
7. Create Change Status Privilege for Workflow 'TEST-ECO-WF', and assign it to admin user.
8. Log out and log into Java Client
9. Create Part X
10. Right click and create ECO. Make sure to select subclass 'TEST-ECO2'. Select workflow 'TEST-ECO-WF' and release
11. Open Part X, right click and create ECO. Make sure that this time you select subclass 'ECO'. Select workflow 'TEST-ECO-WF' and release
12. Open Part X, and goto Page Two. Make sure that you can make changes to Text attribute.
13. Modify criteria 'TEST-EC-WF'. Change it so that criteria will now look like below:
Object Type: Change Orders
Cover Page.Change Type Equal To 'ECO'
14. Click OK on the warning
15. Log out and log into Java Client
16. Open Part X, and go to Page Two. Try to make changes to Text attribute.
