Installer or Business Modeler "Can't connect to database Oracle library OCI.DLL or ORA803.DLL could not be loaded" (Doc ID 873775.1)

Goal

Customer has installed Demantra 7.2.0.2 on Oracle 11g on a windows 2003 64-bit.
The application server is a windows 64bit server. 
They are able to open worksheets,
but when they try to sign on to Business Modeler , they received the following error:

"cannot connect to database oracle library OCI.DLL or ORA803.DLL could not be loaded"

Other users report the following during the installation of a release or patch:
"Update ds.ini failed. Can't connect to database Oracle library OCI.DLL or ORA803.DLL could not be loaded."
