"Missing Deal" Error When Committing Price Plan

Symptoms
Problem Statement:
When trying to add a deal to a plan, while committing the changes a "Missing Deal" error occurs. This happens from Pricing Center and loadpricelist.
Users cannot add deals to a plan. It is limited to a specific plan in the ipl and xml files.
However, users are able to create and modify a new plan and modify other existing plans.
Steps To Reproduce:
1. Create a new deal, and either commit it (and refresh the cache) or leave it in the work area.
2. Add the deal to an existing plan, to an existing service type
3. Attempt to commit the price list.
