Cycle Fold Not Working Properly For Resource Fold In Case Of Over Use Of Free Resource (Doc ID 885783.1)

Symptoms

Business requirement is to configure products such that in case the customer cancels a product in the middle of the month finishing all the free resources, and the free resources are consumed more, then proration to be folded into chargeable amount with the below scenario :

1) Created a product with
MCF - 9 Euros
       - -600 Free Resources (1000095) Prorate- based on the amount used.
Delayed Telco GSM Session Event - 'Standard' Rate plan
Cycle Fold Event - Two Rate Tiers: 
                              Tier 1 - Minimum to 0   - BI1 1000095 , scaled amount : -1
                              Tier 2 - 0 -to Maximum  - BI1 978, scaled amount: 1
                                                                     - BI2 1000095, scaled amount : -1

2) Created an account with the above plan on 09/03 then moved pvt to 09/05 and did usage for 360 seconds. Balance of the account is 9 Euros and -240 free seconds.

3) On 09/05 and did product cancellation immediately. Balance of the account is : 320.6 (0.6 Euros CF for 2 days + 320 Euros for over usage).

Expected result : Since the service gets cancelled immediately and user uses more than the free resource, extra usage should be charged.
