When attempting to start IPSA with the normal "ipsacm start" command all components startup apart from the network processor. Typically in the network processor log file you will just see it loading up cartridge units but no errors will be seen; here is an example:

20090914-160403|917|DEBUG|Thread-0||||proxy_np|<HOST>|Re-using previously loaded resource file cisco/options/cisco_options.xml
20090914-160403|918|DEBUG|Thread-0||||proxy_np|<HOST>|Re-using previously loaded resource file cisco/capabilities/cisco_default.xml

The cman.log file however will show a "Bad IOR" error:

20090914-160404|002a|INF1|process networkprocessor got a bad IOR, failing
20090914-160406|0001|CRT0|OSLogger: Component Manager: Failed to start component: networkprocessor
